			<title>KPO issues 2012 sustainability report</title>

			<content:encoded><![CDATA[<b>AKSAI, Western Kazakhstan Oblast, 17 May, 2013</b> - Karachaganak Petroleum Operating B.V. (KPO) has announced the issue of the 2012 Sustainability Report.&nbsp; The Report focuses on KPO’s performance in 2012 and reflects the company’s commitment to sustainable development.
The 2012 Report has been produced in line with the principles of the Global Reporting Initiative’s G3.0 Guidelines and the requirements of the B+ application level. The accuracy of the data in the Report has been independently verified by Ernst &amp; Young LLP.
KPO General Director, Damiano RATTI, said: “World-class health, safety and environmental practices, robust corporate governance, the best available technologies in operations, and enhanced programmes for nationalisation, local content and social development are the sustainability principles embedded across the Company.”<br /> 
“KPO is committed to the sustainable future.&nbsp; Operating as a responsible corporate citizen, KPO works towards achieving a sustained success for the benefit of the Karachaganak Partners and the Republic of Kazakhstan”, added Damiano RATTI.
In 2012, KPO produced 139.5 million barrels of oil equivalent of stabilised and unstabilised liquid hydrocarbons, gas and fuel gas. 8.6 billion cubic meters of sour dry gas were re-injected to maintain reservoir pressure, which is approximately 49% of the total volume of produced gas.<br /> 
The certification body annually holds surveillance audits in KPO for compliance of HSE Management System to the ISO 14001 and OHSAS 18001 standards. KPO management continuously strives to ensure safe work environment for its employees and urge them to adhere to safety rules in keeping safe. The HSE Card programme introduced in 2011 enables personnel to report hazards, safe or unsafe behaviour observed during work and to offer suggestions and ideas to improve HSE performance. In 2012, the lost time injuries indicator was lower as compared to 2011; nevertheless, zero incidents remain KPO’s firm target  
Since 1997, KPO’s investments into environmental activities have exceeded US$ 239.4 million.&nbsp; KPO fully supports initiatives of the Republic of Kazakhstan regarding transition to “a green economy”.&nbsp; Last year the gas utilisation rate at Karachaganak totalled 99.87%, which is a world class achievement.<br /> 
In 2012, the volume of gas flaring was a mere 0.13% of the total volume of gas produced, or 0.78 tonnes per thousand tonnes of extracted raw materials. A comparison of these figures with averages achieved by international and European oil and gas companies demonstrates KPO’s leadership in this area.<br /> <br /> As the largest Employer in the region, KPO is fulfilling its obligations for the protection of employees’ health and for the creation of long-term jobs with competitive salaries.
Currently, national personnel of KPO occupy 69 per cent of managerial and 95 per cent of all supervisory and technical positions.&nbsp; As a result of KPO’s nationalisation programme aimed at substituting expatriate employees with local professionals, today, local specialists make up 93% of total KPO staff.<br /> <br /> Overall, since the Final Production Sharing Agreement became effective KPO has put over US$ 168 million into training and development of Kazakhstani professionals using international experience, own educational resources, and through cooperation with well-known universities.
In 2012, the proportion of local content in KPO contracts for the supply of goods and services reached 56% or US$ 335 million in monetary term.
As the result of this established partnership, a large number of new schools, kindergartens, hospitals, as well as social and community-purpose buildings were constructed in recent years.&nbsp; Hundreds of kilometres of roads were also laid.&nbsp; As of today, KPO’s investments into development of WKO social infrastructure have totalled over US$ 270 million.
The above listed achievements demonstrate that KPO’s aspiration to leave a sustainable legacy behind is virtually integrated in all facets of the Venture.

			<title>Prime-Minister of the Republic of Kazakhstan visits Karachaganak</title>

			<content:encoded><![CDATA[The head of the RoK Government was accompanied by the Akim of Western Kazakhstan Oblast (WKO) Nurlan Nogayev, Minister of Oil and Gas Sauat Mynbayev, Minister of Transport and Communications, Askar Zhumagaliyev, Minister of Finance, Bolat Zhamishev, Head of KazMunaiGas Lyazzat Kiinov and other RoK authorities.
During their visit the high-ranking officials were acquainted with the Karachaganak project activities and KPO’s contribution to the social and economic development of the WKO.
As KPO General Director, Damiano RATTI noted in his speech, “the success of Karachaganak has become possible due to strong collaborative partnerships between the Republic of Kazakhstan, local community and Karachaganak Partners”.
“As of today, KPO’s partners have invested more than $17 billion into the development of Karachaganak whilst direct payments into the RoK budget have reached $8.8 billion”, said Damiano RATTI.
“In developing the Karachaganak project, KPO has utilised leading production and hydrocarbon processing technology to enhance hydrocarbon recovery and ensure maximum economic return for the Republic of Kazakhstan and the project partners”, he added.
Damiano RATTI noted that over the last years, KPO has formed long-term partnerships with many Kazakhstani enterprises.
“The use of Kazakhstan’s goods and services is central to the way we work at KPO.&nbsp; It also positively impacts the development of national and regional economies”, he added.
As is well known, KPO is one of the first companies in Kazakhstan to successfully introduce a Local Content Development Programme.&nbsp; Its implementation has allowed involving more than three thousand Kazakhstani companies into the development of Karachaganak.&nbsp; These companies have received orders from KPO for over $4 billion.
As the result of the partnership, a large number of new schools, kindergartens, hospitals, as well as social and community-purpose buildings were constructed in recent years.&nbsp; Hundreds of kilometres of roads were also laid.&nbsp; As of today, KPO’s investments into development of WKO social infrastructure have totaled over $240 million.
As the largest employer in the region, KPO is fulfilling its obligations for the protection of employees’ health and for the creation of long-term jobs with highly competitive salaries.
Currently, national personnel of KPO occupy 69 per cent of managerial and 95% of all supervisory and technical positions. &nbsp;As a result of KPO’s nationalisation programme aimed at to substituting expatriate employees with local professionals, today, local specialists make up 93% of total KPO staff.
During the meeting the Prime Minister was briefed about the on-going discussions of the next stage of the Karachaganak Field development. The relevant authorities were instructed to carefully review all options for the future Project expansion and to work with KPO towards increasing the number of Kazakh nationals among the Venture’s management.
Having familiarised with the results of KPO’s performance, the Prime Minister also went on a short tour of one of the key production facilities - Karachaganak Processing Complex (KPC).
At the end of the visit, the guests expressed their satisfaction with KPO achievements in the development of the field, and wished all KPO employees continued success in their activities.

			<content:encoded><![CDATA[The main purpose of the meeting was to familiarise WKO industrial companies with the Karachaganak field and review the progress of the current phase of the Project.
The guests were also briefed about the on going field development activities, as well as further plans for the development of the Karachaganak field and Vendor Development programs. 
KPO Local Content Development Controller Kairat Kapashov briefed the delegation on the company's active participation in the development of Kazakh suppliers by implementing a number of initiatives. 
As part of the local content development, KPO together with the WKO Entrepreneurs Association has implemented a localization project for&nbsp; goodsandservices&nbsp;production&nbsp;with&nbsp;the regional companies participation. The project is aimed at conditions generation for development of local production of goods and services demanded by the oil and gas industry in the long term.
“KPO implements projects, helping to produce in Kazakhstan spare parts and equipment needed in daily activities at Karachaganak. Such projects stimulate cooperation between foreign and kazakhstani manufacturers; they create opportunities for national companies’ development and encourage the transfer of the best available technology into Kazakhstan’s industrial sector”, - added Kairat Kapashov.
Kairat Kapashov noted: “The use of Kazakhstan’s goods and services is central to the way we work at KPO.&nbsp; It also positively impacts the development of national and regional economies”.&nbsp; 
According to Kairat Kapashov, use of local goods and service is a priority for the Company in frames of its activity’s efficiency and has a positive impact on the regional and national economy development.

We talked about the possibilities of our industry for the production of products that can fit the standards and requirements of KPO. In turn, the company has expressed its interest in supporting local suppliers, small and medium businesses as well as &nbsp;well as in further cooperation with the WKO Entrepreneurs Association of local content development, &quot;- said Anis Istelyuev, &nbsp;president of &quot; WKO Entrepreneurs Association. &quot;
KPO is one of the first companies in Kazakhstan to successfully introduce a local content programme.&nbsp; The implementation of the Local Content Development Programme has allowed involving more than three thousand Kazakhstani companies into the development of Karachaganak.&nbsp; These companies have received orders from KPO for over $4 billion.
In 2012, the proportion of local content in KPO contracts for the supply of goods and services reached 56% or $336 million in monetary term.
Following the meeting, the parties agreed to take concrete steps and actions to increase the local content in provision of goods and services.

			<content:encoded><![CDATA[As KPO General Director, Damiano Ratti emphasised, “The training and professional development of Kazakhstani staff is one of KPO’s main priorities.
“KPO’s national staff is key to KPO’s success. Over the years, KPO has invested more than $168 million into the training and development of national employees using the international expertise of the KPO partners, appropriate classroom training and renowned educational institutions”, added Damiano Ratti.
KPO is developing talented and motivated national employees so they can take on larger roles with more responsibility within the company.&nbsp; As a result of KPO Nationalisation Programme and systematic efforts to reduce the number of foreign experts, Kazakhstani employees now account for 93 per cent of the total KPO staff.
Overall, 95 per cent of the professional and supervisory roles, and 69 per cent of the managerial positions at KPO are filled by national staff.&nbsp; From 2006 to the present, about 300 national employees have been trained as part of the certified management programme and received international diplomas and certificates.
The KPO Local Personnel Development Programme is based on individual training and development needs.
The training budget is defined from the viewpoint of employees’ individual educational requirements. On average, the budget for personnel development and training is some $ 14 million per year.
