Education/ Work Experience

Higher education and not less than 3 years of work experience in the specialist positions as per speciality or secondary professional education and not less than 5 years of experience in the specialist positions as per speciality

Necessary knowledge and skills

·          Legislative and Regulatory Legal Acts of RoK in the field of socio-economic development;

·          The Transportation and Marketing Agreement for CPC stabilised oil sales and Oil Sales Contracts to TAs;

·          The Joint Marketing Committee (JMC) Rules of Procedure regarding stabilised oil sales;

·          KTO’s Transportation and Forwarding Contracts and Oil Sales Contracts for Atyrau-Samara;

·          Other third party pipeline contracts if applicable and contracts of key service providers;

·          The latest KPO business plan and Marketing strategy for stabilised oil sales by pipeline;

·          Republic of Kazakhstan legislation regarding customs clearance for any stabilised oil volumes exported;

·          Techniques of economic analysis including netbacks and discounted cash flow.  Understanding of financial statements;

·          Customs and tax aspects of oil exports;

·          General understanding of the oil industry in the region and in particular of the various oil export routes.

Job duties

·          Supervise day-to-day oil export and sales operations;

·          Develop strong team ethic and working practices;

·          Maintain close working relationship with KPO Production taking part in regular meetings with aim to understand productions issues.  Ensure no export constraints to KPO production. 

·          Work closely with KPO Customs to ensure efficient customs clearances and co-ordination of all customs related issues including Customs Union;

·          Secure timely approvals of documents related to oil export marketing activities;

·          Ensure all tools, models and databases are reliably developed / available to support day-to-day activities and reporting of the OET;

·          Make sure all key commercial and operational are flagged well in advance as part of Oil Export team Obligations Management;

·          Support planning of oil exports and sales taking account of major KPO field activities such as Train 4, planned shutdowns and other works.

·          Support in the training and development of Oil Export team in order to guarantee the business continuity.

·          Ensure all OET non-routine tasks are identified, defined and progressed in timely fashion.  Maintain the OET Action Tracking System to support this;

·          Maintain reliable levels of service provision from external companies supporting KPO exports (eg. Customs Brokers and Forward Freight Services).

·          Maintain a broad and critical view of oil exports and external factors.  Identify, analyse and implement measures to reduce risk or add value.  Challenge accepted ways of doing things and always looking for improvements and optimization into the process of oil export and sales.

·          Provide input into indentifying the strategic drivers and objectives for exports / sales.

·          Develop and implement Oil Export Engagement Plan consistent with the strategic / operational objectives. 

·          Ensure strong working relationships with key external stakeholders such as CPC, KTO, ROK Authority, MOG, PSA, ROK Customs.

·          Develop monthly nomination export strategy and monitor its implementation.

·          Coordinate preparation of material/recommendation/analysis for CMC/JMC meetings.  Be available when required for presenting to CMC.

·          Ensure active gathering and assimilation of external market intelligence.  Provide feedback on external issues to highlight actions needed to protect or improve KPO oil exports. 

·          Maintain a good understanding of the operation of the oil export schemes from ROK  (particularly CPC and KTO) to anticipate level of export capacity and issues affecting exports.

·          Develop competitor analysis of other key ROK producers / shippers – understand implications for KPO oil exports;

·          Support Oil Export Manager to initiate and drive implementation of export related projects in line with the overall export strategy;

·          Proactive engagement with the other Marketing Teams – provide support and leadership as required. Lead cross departmental initiatives which are very much present within Marketing;

·          Support cross department and cross KPO initiatives such as risk management and development of the production choke model. Take the lead in developing the Risk register for Oil Export Team;

·          Understand the linkages between production of crude oil from KPC and production / exports of unstabilised condensate and production of raw gas (for export / re-injections). Be alert to commercial factors behind these linkages;

·          Support Oil Manager to sponsor export related capital projects.  Work with other KPO departments (eg. PET and General Project) to monitor / challenge the progress of such projects;

·          Work with KPO Legal, Finance and Tax to protect the KPO in the face of various external challenges such as export duties and transfer pricing; 

·          Be prepared to represent Marketing in meeting / initiatives. Be prepared and informative on the role and function of Marketing;

·          Ensure direct supervision is exercised over Marketing Coordinators (Oil Export Commercial and Logistics) and Marketing Specialists (Oil Export);

·          Stand-in for Oil Export Manager as required;

·          Act as role model for other Marketing staff;

·          Manage the input of information on oil exports into the KPO Budget, Business plan and Field development plan;

·          Carry out other duties as required by Oil Export Manager.
