URALSK, West Kazakhstan Oblast, 22 May, 2017 - Karachaganak Petroleum Operating B.V. (KPO) held a Forum on the issues of local content development and potential opportunities for Kazakhstan oilfield service companies and goods producers where they discussed issues of local content development and the possibility of participation of local business in the development of the Karachaganak field.
The Forum was held by KPO jointly with JSC “National Company "Social-Entrepreneurial Corporation “Oral” with the support of the Ministry of Energy of the Republic of Kazakhstan and WKO Akimat as part of the implementation of the assignment issued by Nursultan Nazarbayev, the President of the Republic of Kazakhstan, to increase the level of the local content in major enterprises of the Republic of Kazakhstan.
The main objective of the event is introducing to local manufacturers and service providers the current projects, implementation of which is planned in the near future, KPO pre-qualification procedure, as well as Early Tender and Trial Orders mechanism.
The representatives of about 60 local industrial enterprises, state authorized bodies and field-oriented associations, such as the Union of Service Companies of Kazakhstan, Atameken, and KAZENERGY Association took part in the Forum.
Renato Maroli, KPO General Director, in his address informed about the current activities of the Karachaganak Field development and about KPO efforts in supporting local goods manufacturers.
KPO makes persistent efforts to attract local companies to more complex works by assisting to establish contacts between international partners and Kazakhstani companies to create jobs, technology transfer and ensure Kazakhstani personnel development.
At the beginning of 2017, KPO completed a number of tenders, wherein to establish joint ventures between foreign and Kazakhtani oilfield service companies was mandatory. As a result, three joint ventures have been established to perform a number of complex well operations and the respective contracts have been signed.
In his address, Altai Kulginov, West Kazakhstan Oblast Akim, noted that such events are useful for informing Kazakhstan manufacturers and service providers about the activity carried out by KPO to increase the local content share in KPO activities, and a good opportunity to familiarize with the forthcoming expansion projects and KPO requirements.
Makhambet Dosmukhambetov, RoK First Vice-Minister of Energy, noted that the assignment issued by Head of State to increase the level of the local content in major enterprises of the Republic of Kazakhstan is directed first of all to subsoil users. The First Vice-Minister once more emphasised the importance of attracting advanced technologies, development of competitive goods and services production.
During the Forum, the Memorandum of Understanding in cooperation on the development of machine-building for oil and gas industry between KPO, the West Kazakhstan Oblast Akimat, JSC “National Company "Social-Entrepreneurial Corporation “Oral” and the machine-building enterprises of the region was signed.
Also, West Kazakhstan Akimat and KPO signed the Mutual Understanding Agreement on establishment of targeted local content indicators.
Besides, during the Forum, JSC “NC “SEC “Oral”” presented local content development prospects in the procurements of subsoil users, including new opportunities in connection with the planned implementation of the industrial zone project and the development of the WKO machine-building subcluster.
